Cynthia’s work includes user-oriented research, including interview protocols and survey design, in order to find points of friction and solve them wherever possible. Her projects have further included a focus on the intersection of technology with assessment, the design of innovative item types, and the development of instructional resources for candidates and SMEs. Prior to her 19 years as a consultant, Dr. Parshall’s professional experience included 12 years of service as a psychometrician, researcher, and professor, with organizations including ACT and the University of South Florida. His areas of legal specialization include professional regulation and credentialing, testing accommodations under the Americans with Disabilities Act, and antitrust principles applicable to certifying and accrediting bodies.
